Withdrawal of Manuscripts Policy

Authors are expected to carefully evaluate the readiness, originality, and completeness of their manuscripts before submitting them to Cognitive Manufacturing Systems. Submission of a manuscript signifies the authors' commitment to participate in the editorial and peer-review process in good faith. Therefore, authors are strongly discouraged from requesting withdrawal after the manuscript has entered the review workflow, as such actions consume considerable editorial resources, reviewer time, and administrative efforts.

A manuscript may only be withdrawn under exceptional and well-justified circumstances, including but not limited to the discovery of substantial scientific errors, ethical concerns, duplicate submission, legal issues, or other valid reasons that may compromise the integrity of the publication process. Requests based solely on the intention to submit the manuscript to another journal, changes in author preference, or prolonged review expectations will generally not be considered sufficient grounds for withdrawal.

Authors wishing to withdraw a manuscript must submit a formal written request via email to the Editorial Office. The request should be signed or approved by the corresponding author on behalf of all co-authors and must clearly explain the reasons for the withdrawal. The Editorial Board will carefully evaluate each request and reserves the right to approve or reject it based on the adequacy of the justification and the current stage of the editorial process.

If a withdrawal request is submitted after the manuscript has been assigned to reviewers or the peer-review process has commenced, the authors will be required to pay a withdrawal administration fee of IDR 1,500,000 (approximately USD 150). This fee is intended solely to compensate for the editorial management, administrative processing, reviewer coordination, and other operational costs that have already been incurred during manuscript handling. Payment of the withdrawal fee does not automatically guarantee approval of the withdrawal request.

Once a manuscript has been formally accepted for publication or has entered the production stage, withdrawal requests will only be considered under extraordinary circumstances involving significant ethical, legal, or scientific issues. In such cases, the journal will follow internationally recognized publication ethics and editorial guidelines when making its decision.

Authors who repeatedly submit manuscripts without genuine publication intent, request unjustified withdrawals, or fail to comply with this withdrawal policy may be subject to editorial sanctions. These sanctions may include temporary suspension of new submissions, restrictions on future manuscript consideration, or other administrative actions deemed appropriate by the Editorial Board.

The journal is committed to maintaining an efficient, transparent, and ethical publication process. This withdrawal policy is established to protect the integrity of scholarly publishing, respect the valuable contributions of editors and reviewers, and ensure the fair allocation of editorial resources for all authors.
